من خطاب أمين مالية جمعية العلماء المسلمين الجزائريين الذي ألقاه في الاجتماع العام لهذه الأخيرة , نقلا عن جريدة الشريعة في عددها الثاني الصادر يوم الاثنين 1 ربيع الثاني ه الموافق ل 24 جويلية 1933 م :
قليل المال تصلحه فيبقى *** ولا يبقى الكثير مع الفساد
فعلينا أن نجود في الخير وأن نبخل على الشر . وإن خير الخير العلم . فمتى أيدناه بمالنا أيّدنا حياتنا وأحيينا بيننا التربية الإسلامية الكافلة بالسعادتين . (<< ومن يوق شح نفسه فأولئك هم المفلحون>>) .
وقد قيل << المال قوام الأعمال >> وأنا أقول :<< العلم أمير والمال وزير >> فإذا فقد الوزير ضعف الأمير عن التدبير , فاضطربت أحوال الرعية وكانت من الفناء قاب قوسين فإن تركت الأمير وحده فقد ألقت بيدها إلى التهلكة . وإن أرادت النجاة فعليها أن توجد من بينها وبنيها وزيرا يشد عضد الأمير . وفي هذا المعنى جاءت الآية) << وأنفقوا في سبيل الله ولا تلقوا بأيديكم إلى التهلكة وأحسنواإن الله يحب المحسنين >>) .
